Situated in the northwest of Ishigaki Island, within Ishigaki City, Okinawa Prefecture, Kabira Bay has held the prestigious designation as a National Site of Scenic Beauty since September 11, 1997, alongside Mount Omoto.
On August 1, 2007, as part of the expansion of Iriomote National Park, Kabira Bay was included within the designated area, leading to the formation of Iriomote-Ishigaki National Park.
